Fewer people pass their integration tests. This affects the language levels A2 and B1. These tests are about the German language. They are also about important values. In 2025 only 48 percent passed the A2 test. In the B1 test 49 percent passed. Earlier the numbers were higher.
There are many reasons for the bad grades. Many people come from countries with little school. Some people visit a literacy course first. They learn reading and writing there. These people often need more attempts. People from Ukraine or Romania are often successful. People from Syria or Iraq have more trouble.
Attendance in the courses also drops. People miss many classes. Nearly 10.000 people quit their courses. The government now wants a duty to attend. People who quit without a reason get less money. This is called a sanction. The parties OVP and SPO still argue about this.
