In Germany exists a high danger for attacks. Interior minister Alexander Dobrindt says this. He sees clear plans for attacks against the country. These plans target buildings and people.
Dobrindt wants to change rules for secret services. These services shall get more rights. They shall act alone in emergency cases. Until now they only collect information.
The services could then search homes. This applies if the police is not there fast. A control council shall watch the new rights. But only the police arrests people.
