The EU countries make new rules for punishment. Punishment means bad steps against a land. Almost 3.000 people stay on the list. They help the war against Ukraine.
The punishment lasts for 3 years now. Before it lasted for 6 months. This brings more safety. But 2 rich men leave the list. Their names are Alischer Usmanow and Michail Fridman.
Rich and strong businessmen from Russia have a name. People call them Oligarchen. France wants to take Alischer Usmanow off the list. France hopes for help from him. He helps to free prisoners.
Luxemburg wants to take Michail Fridman off the list. Fridman sues Luxemburg for much money. The EU countries must make a fast deal. Else all punishments against Russia end.
Ukraine does not like this choice. Ukraine calls the removal bad. Latvia is against it at first. But in the end Latvia agrees.
