18 percent of 15 year old students repeat a class. In the year 2012 it was only 12 percent. Other rich countries do better.
9 percent repeat a class in primary school. At difficult schools it is 36 percent. These schools have many problems.
Poor children often fail. Children from foreign families also fail often. Rich children rarely repeat a class.
Experts criticize this rule. It costs much money. It does not help children learn. Children lose joy in school.
Other countries do it differently. Japan and Estonia have no failure. Weak students get help fast. They stay in their class.
