The parliament decided on a new law on Friday. The name is Building Modernization Law. This law changes the rules for heating. The old government had strict rules. The parliament stopped these old rules now.
New heaters needed 65 percent clean power before. This rule is gone now. House owners choose their heater again. They can build in gas or oil heaters. But there is a new duty. This duty is called Bio-Stairs.
Heaters must use clean fuel from 2029. This starts with 10 percent. The part grows to 60 percent in 2040. Tenants and landlords share certain costs now. This includes costs for gas and climate gas.
Critics do not like the new law. They say it hurts the climate. Nature groups want to sue against the law. They say the rules are bad for nature. Germany wants to be climate-neutral by 2045. That means Germany makes no bad gas anymore.
