The guard letter looks like an ID card. It explains: This hurt is forbidden in Austria. People get a bad punishment for it. This is also true in other lands.
The letter helps families on travel. Relatives want the cut of children there. Parents can show the letter then. It shows: This is a heavy body injury in Austria.
About 11.000 women live in Austria. About 3.000 girls are in danger now. The government gives the letter in schools and at doctors. Germany and Switzerland have such letters too.
